To establish a world-class university that will produce leaders and critical thinkers in science and technology, trained in entrepreneurship and who can develop and manage world-class indigenous technologies.

- augment the Government's vision for a more R&D focused nation
- promote innovation and creativity in the fields of science and technology so as to help Malaysian industry become more productive and globally competitive and
- complement other Malaysian universities by being a world-class apex university providing a post-graduate research focus to intellectually elite graduate students from Malaysia and the region in a system on par with the best the world has to offer.
