Synopsis

Setting appropriate priorities in the key to growth when resources are limited. A review of science and technology policy development in Asia reveals salient commonalities such as strengthening the government-university-industry triangular nexus and the establishment of intermediate institutions to remedy market failures. An examination of the market failures pertaining to science and technology sheds light on the differences in science and technology policy focus between Asia and Europe.

 

Profile of Professor Dr. Wing-Yin Yu

Dr. Wing-Yin Yu is a Professor of Science and Technology Policy at the Institute for Science and Technology Studies of the University of Bielefeld in Germany. He was previously a Senior Advisor to the Rector of the University of Macau and served on the Board of Directors of the Institute of European Studies of Macau. He was earlier a Senior Fellow at the East Asian Institute of the National University of Singapore and Assistant Chief Economist of the Hong Kong Trade Development Council. Born in Hong Kong and educated at Oregon and Oxford, Dr. Wing-Yin Yu’s career ranged from physics to science policy, administration and public policy programme of UNESCO since the 80’s. He has worked at the Development Centre of OECD, Lingnan University and the City University of Hong Kong where he was responsible for developing linkages between academia, industry and government. Earlier, Dr. Wing-Yin Yu taught physics at the University of Hong Kong and conducted research at international laboratories, including the Niels Bohr Institute in Copenhagen and Argonne National Laboratory in Chicago. Dr. Wing-Yin Yu is a former Vice-President of the Hong Kong Association for the Advancement of Science and Technology, Companion of the Hong Kong Institution of Engineers and Member of the Commonwealth Partnership for Technology Management.
